Method
Wash and clean the raisins, pat dry. Chop the almonds into small pieces. Make a dough with the flour, using a little ghee and water and set aside.
In a little ghee, fry the wheat flour, nuts, cardamom powder and sugar and keep aside for stuffing.
Divide the dough into lemon-sized balls and roll out into thin discs. Fill each with about one tablespoon of stuffing. Close up the dough, pressing the edges together, using a little water.
Fry these dumplings in ghee over a slow flame till golden and crisp.
